I think it meant something like "you're a friend, you can land" but the sentence structure doesn't match that. It's something respectful, but authoritative.

R-rah eia ra --- Some sort of chant, or prayer. Used commonly in song.
"R-r" implies some emphasis.
Highly archaic, meaning has likely been lost over the generations. Modern Drakine can only translate it partially, and it doesn't make much sense without context.
